Although the new column is the last column, you can drag and drop it to any position you want by dragging its top bar. Hope this can resolve your issue.

Re: Bug: Cannot add new column between column headers; New columns are inserted at the end of last column.

Remember: The Horizontal scroll bar does not move when I drag a new column from 10th to the 2nd column.

Dragging and dropping the new column - last column - to a desired position is not the desired methodology.

For example, imagine that I have 10 columns, creating a new column, which is the last column will not allow me to positon as second column, because the horizontal scroll bar does not move. therefore, i have to perform drag and drop twice.
